That will likely be due to a server side security mechanism such as ModSecurity, mod_evasive, or similar.
Contact your host and ask them to whitelist whichever rules are being triggered, or to disable the mechanism.

Is not a folder uploads permissions wrongly set?

What has changed since attachments last worked?

In some threads/posts i am able to view attachments (thumbnails) posted by others but in my browser i can not upload attachments.
