A permission to control whether media can be submitted without approval was added in v2.0.2 of the Media Gallery - see here and this bug.

With that, you would be able to set the permission to no for the groups which will need to have their media approved by a moderator.

I can't seem to locate this permission and have posted in the bug's thread for clarification - see here.
