Implemented apply discourage on ip

even if you discourage a member for trolling they could try re-register a new account, it would be more effective use on discourage if you set discourage on ip/hostname

Even though this suggestion is great, I think it's not necessary because that's what the Discourage function is for. He will just think that the forum is slow/down or has problems and will just stop.
And for people with dynamic IPs like me, if I ban an IP, he would just change it and I would end up baning other innocent members.
