Can't agree more. I check here often to see if there's any new updates to the software or resources and all I tend to find is garbage....

Wouldn't that be shown here, here, here and here.

If that is all you are looking for, why browse a category called "Off-Topic", much less reply to it?

I agree with Stewart, if you only come here to get updates on the software, why on earth would you read, let alone REPLY to offtopic stuff? Jeesh
No one is forcing you to do either.
If you don't like it, stay out of the off topic area, it'll be better for you and us.
