Prevent spammers from registering. If your forum is specific to a particular topic the Question & Answers works very well.

You could try a Spam Rule for people with less than x posts.

This is very effective without restricting potentially legitimate members right off the bat.

You just need to define phrases in such a way that would pick up these ads - getting spam phrases to detect links is most likely the most effective way.
