Fixed Anchor links in 2.3

XenForo 2.3:

Anchor links are highly impractical to use. Why?

• You need to publish a reply in order to see them (so any table of contents needs to be added to the post afterwards.
• If you use any local characters (for Serbocroatian it is šđžčć in latin and any character in cyrilic script), the links look like crap (especially the cyrilic).

Yeah, modern browsers "translate" those when displayed, but still. I'd like to be able to use "chapter" numbers as anchor links. I.e. to edit the anchor links.

All in all - a ton of more good than bad updates, and it works very well on staging, but one suggestion for fixing the anchor links.
