XF 2.1 Analyze Permissions - User State?

When using the analyze permissions functionality, does it take the "user state" of the account into consideration?

Is it correct when I say if a user's state is NOT "Valid" then they are supposed to have the effective permissions of the Unregistered/Unconfirmed user group?

It analyses their permissions based on their effective group memberships and user permissions so does not take user state into account.

Since it has an effect on permissions, would it not make sense to also take the user state into account?
