Implemented Always have the comments part of the media gallery lightbox expanded by default

So that the reply box is always visible and not hidden away. You could potentially have admin controlled options to set the default open or closed state for each section.

And maybe also have it so that the open or closed state for each section is remembered for every user.

But definitely to have the comments section expanded by default to invite engagement and expose the existing activity.
