Is it allowed to create a copy of an Paid Addon and release it as free?
It is created by myself
I want to support the free users here.

You could create the same mod and release it free, sure. Using their code and releasing it free wouldn't (obviously) be allowed.

If you've just refactored the code then it would be classed as a derivative work.

It would need to be coded entirely from scratch.
