Implemented Allow thread prefix selection when creating a resource

I've already mentioned this to Mike and it's already planned, but no doubt lots of others will want to suggest this too so I might as well do it now

No, it's to allow a prefix for the discussion thread to be set (forced) or selected when the resource is being added.
