XF 2.2 allow some user to view when Inactive board

Hello

it sound easy but i couldn't find away .. i create group and i give everything all permission and still user under this group can't view site when i do it inactive .

not sure if this possible when i need to give permission to some user or at least specific group to view site when it inactive ?

Only admins can view an inactive site.

What I do on expected long maintenance is just put a close board notice about the current maintenance and configure Nginx to only allow GET requests and all others like POST requests, are blocked so they can just use the forum but cannot add new data, posts, threads, or reactions.
