Allow moderators and admins to see who added a content tag by hovering over it

    I know you can get a tagger's user ID from the database, but to help with tag abuse it would be handy if mods/admins could simply hover over the tag so see who added it; something like this:

    We definitely need this. Especially when trying to find the cretin who's abusing the tag system.

    For now, the user ID of the tagger is logged in the xf_tag_content table.

    A feature of tag essentials includes a tab to see who used a tag most frequently. Although it's not limited to staff and involves a couple clicks rather than just hovering.
