Lack of interest Allow members to start new conversation with the staff members only

Due to the nature of my forum, members tend to use PM to contact with each other, which of course is a bad thing for a forum. So, I just revoked the permission to disallow conversation between members.

However, time to time, some members require to contact the staff regarding admin or personal issue.

So, I think it'll be handy if we have separate permission for starting a conversation with staff and non-staff members.

Allow your Registered Users usergroup to 'Start Conversations' and 'Can Reply to Conversation', but not to 'Receive New Conversations'
Allow only your staff usergroup to 'Receive New Conversations'

Thanks, but popped up another issue - it won't allow the user to receive any message from the staff as well, right?
