Implemented Allow HTML in style property descriptions (explain text)

As the title suggest, this would be handy is situations when you need to draw the attention to the explanation text of a style property or be able to add a link for reference.

That seems reasonable. Was it allowed in XF1?

No it was not, and I thought there was a suggestion made already but can't find it.

Also to add, you can add HTML to property descriptions that use the color_picker_macros template.
