Lack of interest Alert improvements for Reports

I think reports can be improved when it comes to alerts.

Basically, let it work a bit more similar to threads and make it easier to find for forums that get hundreds of reports daily:

• When someone reports content and tags someone (report -> type in a tag) with permission to view reports, let it alert them.
• Alert the staff member who was assigned to a report.
• If a staff member replies to a report, that staff member should receive an alert after each new comment in the report.

I saw how Xon's add-on has the last one included, so I assumed it wasn't possible in the core.

My add-on does the first and last, just not the 'alert when assigned' thing
