Add-on Advanced New Posts?

Would it be possible for someone to create an add-on that works similar to this? - http://www.vbulletin.org/forum/showthread.php?t=201308

I would just like a simple version of being able to exclude certain forums in a New Posts search and then have a second New Posts search that I can include certain forums in.
