When a user submits a form he gets a forum threat where he can respond to any question forms the community (logged-in) or provide more info about them self.
Second there is a threat that has the same info that the submitter submitted but is not visible to the submitter only to the community, so the community can discuss the submitter his application.
This can be done with 2 threats one visible to the submitter and one visible to the community (logged-in).
If you would provide and second option to post the New Thread (http://imgur.com/ed6GjlT), so there are 2 place where the thread is places, I can then change the forum permissions to the correct values.

I located the initial cause of the error, but I'm not sure why I didn't catch that with my install tests.
I'm going to start a PC with you with instructions on what needs to be done in a few minutes.

Also, be sure to read the PC I started with you for instructions on how to recover from the error you received.
For everyone else's benefit, the error Kingston received would only happen on new installs. It would not happen with updated installs.
