Admins logging into user accounts

Hello, I have recently had somebody claim that Admins are able to log into user accounts without knowing their password and without changing the password. I would like to know if this is true or possible?

It a Permission Tester...

The permission tester allows you to view the forum with the permissions of the specified user. You will still be logged in as yourself, but your permissions will show you what is visible for this user.

As this user's permissions will be applied to your account, keep in mind that user-specific permissions will affect you. For example, if the user you're testing as can only edit his/her own posts, you will only be able to edit your own posts.

Note that account changes such as bans will not be reflected by this system. You will not be able to post as this user or see their personal conversations. Also note that systems indirectly tied to the permissions system, such as the selection of thread prefixes, can not be tested with this tool.
 
It is possible to reset a user's password and then log in as them. A technical glitch could be blamed for the password reset. This is why you want only very trusted people to be admins.

Can a skilled hacker/admin go into the database and find a user's password?
