XF 1.5 Admin problem creating conversations after a bulk mailout?

Hi, I'm getting this on my admin account trying to start a conversation:

You do not have permission to view this page or perform this action.

Primary group is 'registered' and I am in secondary 'admin' group. Both groups are set to allow unlimited conversations. I sent out a bulk PM from admin panel last night so not sure if this has anything to do with it. I haven't needed to start a conversation in a while so unsure how long I have had the issue. My regular users can start conversations fine just not admin. Very strange. Thanks for any help.

Contact your host - that's a server level restriction, typically related to mod sec.

It depends on what rule is being triggered.

Your host will need to check the logs and whitelist accordingly.
