XF 1.5 Admin Panel Permissions

So I have admins on my forum, and they can access the "User Upgrade" section in the admin panel. I already have this set up and its working perfectly.

This is my issue below:

These admins have the ability (if they wanted to) to change the primary email address associated with the upgrade feature.

Could someone with better knowledge on Xenforo than myself, offer a solution so that only myself (super admin) may change the email address.

It would require custom development to remove that ability for other administrators with that particular permission.

i have some knowledge of editing the files, is it complicated?

edit: could i, for example, lift the code for the part of the admin panel, and move it to another admin panel template, its not perfect, but might work?
