Admin option to move tag input to below the title

People who've read a few of my posts know that I think tags are a powerful but under utilised feature of Xenforo.
In part because when creating a thread on mobile (which I suggest 50 or more percent of people do), the tags being below the message text box with the Create thread button being stuck to the bottom of the page, means that people will likely create a thread without even seeing the tag element.

So I suggest and admin option to have the tag element below the title.

This will mean that custom thread fields will need a new position either above or below the tag element depending on how it currently positions fields between the title and message.
(And you can see in the screen capture from AVForums that I have added a text type custom thread field above the message to provide a helpful hint for posters.)

But otherwise, it's a simple change, right?

I'd definitely implement it on AVForums.
