It looks like I can very much customize what a moderator has access to.

Is it possible to customize what an admin has access to in the admin.php area?

Bottom line: I want to give access to one person to manage users, and a different person to change the colors, fonts, etc of the site.

I would like to limit their access to other areas in order to prevent their tinkering with things not related to their site responsibilities (causing unintended problems I may not be able to fix on my own).

You set admin permissions when you make a user an Administrator.

Admin CP -> Users -> Administrators -> Select an administrator -> Check/Uncheck permissions.
Similarly you get the same permission options while creating an administrator.
