XF 2.2 How to allow another admin access to localhost XF setup

So I want to allow someone access to my localhost XF install so we can set it up how we want and then transfer it somewhere live, preferrably to a home server I want to setup to save costs. How would I go about allowing this other coadmin access to that install? I'm sure someone here has experience with this.

As a second part to this, can anyone guide me on how to create my own home server to put this on? I'll have an extra system to do this. Is there a guide anywhere for both questions perhaps?

There are many ways but in my opinion it is not worth to do it... The second admin has to have an access to your network e.g. via VPN or some software like teamviewer than you could run on other computer in your network. You can also run a server and allow external access but this is mostly not so safe solution specially, when you have no experience with it, because you do not have to secure your forum only but entire system.

I'm still debating on what to do. Yeah, it would be easier to buy hosting but I'm just concerned about costs and storage capabilities. I do have some friends that are network admins and have programming skills that could help me.

Did you get it sorted? There are so many options, Setting up a localhost so it accesses the internet (As @philmckrackon said, make sure it's secure). When I setup mine many years ago, I used a NAS drive, but hosting is so cheap now. It's not work the risk, shared hosting is so much cheaper now and very affordable for most budgets.
