XF 1.5 Adding an administrator

I'm trying to upgrade a user from Registered to Administrator. I have added the user ID to the list of super admins in config.php, changed the permissions to explicit allow, and upgraded their user group to Admin. However, the user is unable to login as an admin.

Does the user cache need to rebuilt for these changes to take effect?

Adding to the user group does not make a member an administrator.
They must be explicitly promoted.

Adding their user ID to the config.php file will make them a super administrator.

I have added the user ID to the list of super admins in config.php

You don't need to do this, I would say best not to.
