Fixed Adding a permission with no interface group makes it hidden

If you add a permission with no interface group it gets added, but you can't see it. If you can't see it you can't edit it to correct your mistake!

ok, ajnos changed this in our boards http://xenforo.com/community/threads/permission-definition.12953/ so it's not fixed^^

Strictly speaking, the interface group isn't required - not that we've made use of that. It could allow you to create a permission that you don't edit through the normal approach for example (or a bunch of permissions). I've added a display for ungrouped permissions.
