XF 2.2 Adding a forum notice

Im trying to add a notice to my forum but it's not showing up. ive tried clearly cache and still nothing.
Ive added it through AdminCP > Communication > Notices > Add Notice I have it set for users that are logged in and for visitors as well. I tested it on another license I have and still have the same issue of it not showing on the forum. Did I miss something?

Those are conflicting criteria.

Just leave both unchecked and it will display to everyone.
