Ability to apply custom Resource Fields to a Resource Prefix(es)

Currently custom Resource Fields can only be applied to Resource Categories. It would be nice if they could be applied to Resource Prefixes also.

This would allow the use of the same custom fields across different categories but only applying to those resources with that specific prefix. At times applying a custom field only makes sense for some resources within a category, being able to target a prefix would allow for this.
