I could not find how a member cancel user upgrade that done manually by the admin. If this function is not truly not found. Why not?

You could simply remove them from the group that they're assigned to in the upgrade.

However, they likely paid to be in that group. If they cancel their subscription or whatnot, it should remove them.

If this is for a "no refunds" type user upgrade process...
