    Hi there,

I looked a bit too much I guess, as I cannot spot the place, where I could change the time format from am/pm to 24 hours ... maybe somebody could help me with that?

    Thanks!

The time formats are in the languages.

Admin Control Panel -> Appearances -> Languages -> Edit Your Language (click on it) -> Change Time Format -> Save

[strange, I posted this log before brogan did.]

How would I go about making this optional for users?

    You can't.

    It's a global setting.

Would I be correct to assume then that this is addon?

You can switch between 12 and 24 formats... when I select it there, it produces a popup asking which language to use.

    Yes, that's a customisation/add-on.

Actually, that's done through the languages. They just have a language for each time format.
