Yes. You can use standard html for both block types, center and sidebar ones. You can also manage them with ease at their settings in the Acp. You can see several screenshots of the mod acp settings here:

I could not see any recent posts block there, only a recent threads one. However my mod has both built in, one recent threads block displayed in the center and one for the recent posts in the sidebar.

There are no such plans atm as I want to keep this simple and light.

No, the recent thread block is built in. You can create only blocks with custom contents. However you can create a custom block and enter the links of the threads that you would like to display. Like I have done with the premium mods sidebar block at my forum.
