Given that all of the reactions are old on this post, I expect this was wrong in the past. Can you confirm on your data as it was in 2.0? If so, then without being able to reproduce it now, it's not really something we can change.

The reaction rebuilds aren't related to this.

On the live v2 site there are only two likes.

HOWEVER I forgot to mention on v2.0 I was using Xon Content ratings (but not on 2.1) (although AFAIK Likes with that addon are same as system as xf likes.

Yes I know, on 2.1. I have that addon disabled

I think that likely points to the issue then. It might be related to the add-on, though it's hard to say definitively. If you can reproduce this from a correct count in 2.0 or 2.1 without the add-on, then please let us know.
