Fixed ' on thread prefixes when reported

If a prefix has ' on it and someone reports a thread which is using that prefix this bug would display eg: Let's play as: Let's play or Xen'Foro as Xen'Foro on reported items.

Thank you for reporting this issue. It has now been resolved and we are aiming to include it in a future XF release (2.1.3).

Prevent double escaping of thread prefixes in post reports.

Any changes made as a result of this issue being resolved may not be rolled out here until later.
