custom user fields

At /admin.php?custom-user-fields/ I would like to see the addition of user groups selection for which the field is displayed/available. So if I select (multiple) user group(s) then only members of those user group(s) can see and access the field a it's display location.

Hi, Is there a way for users to modify their own custom user fields, but only x amount of times within a set time period? If there is an addon for this too, I would love to know. E.g. A user can only modify a specified custom user field 5 times in 2 months. Thanks.
