Unmaintained Highlight Content per Usergroup 2023-04-19

Adding a conditional statement:

• The content of banned members is now visible only to staff members
• Modifying conditional statements in the thread_list_macros template

Fixed a bug in conditional statements that triggered template errors when a highlighted message belonged to a deleted user.

Thanks to @Ivancas and @Xon for their help.

Removed the function of highlighting usergroup content per node.

Added a new option:

• Usergroup highlighting can now be enabled/disabled according to forums (nodes)
