Description:
This add-on adds user group permissions to show/hide profile page (and member tooltip) with a notice.

*it's hidden by default to all user groups so check and set permissions

• show or hide profile page with user group permission
• you can always see your own profile page no matter what permissions are set
• member tooltip shows notice too if no permission to see profile information (check screens below)
• style properties to style notice on the profile page or member tooltip separately
• notice text is phrased so check cxf_hpp_notice phrase to edit it
