[AddonsLab] Conversation Permissions 1.6.2

The add-on adds two new usergroup permission:

1. Create Conversation/DM: Min Post Count - the number of posts needed for users to send a new DM
2. Reply to Conversation/DM: Min Post Count - the number of posts needed for users to reply to an existing DM
3. View Conversation/DM: Min Post Count - the number of posts needed for users to view a DM
4. Conversation/DM Count Quota - total number of active DMs a user can have in their inbox.
5. Can contact admin or moderator - if enabled, the restrictions above do not apply when contacting a board administrator

If a user does not have enough posts to start a conversation, they see the "no permission" error when they try to start a conversation.

If a user does not have enough posts to reply to a conversation, they just do not see the reply field.
