To avoid depending on out-of-date caches; it just fetches the existing add-on data from the xf_addon table and ignores the is_processing flag. Most of the update is comment explaining the foot-guns

• Harden add-on install batch validation to handle add-on metadata caches being out of date when evaluating if a set of add-ons's dependencies are met before an update is allowed
