Click the User group permissions link located under the Groups&permissions tab in your Admin panel, select the group whose users posts you want to moderate and set to No the permission called Submit content without approval. Hope it helps.
If you go to the Connection section inside the Admin panel there is a link called Email users located under the Contact users tab. From there you can send a bulk email to your forum users.
I haven't seen any such add-on myself. Provided you are willing to fund its development I can code it for you. Please feel free to hit me up with a dm.
XenForo has got an import tool which you can use to import your phpBB forum to XenForo. Please see the following link for more info on the subject.

Can you check the permissions for Secondary groups as well? If you aren't already a Super moderator add it as a secondary group and see if that will help.
Personally I think it's better to not remove it as it doesn't pose any security risk at all. And it's needed too, for example if you ever need to rebuild the master data down the road.

The best way imo to check the backup to make sure that it has been done correctly is to set up a test forum using a separate database and restore there the latest backups. Doing that it will cost you a little time, but it's worth the while.
