I was on about County (It's like a state in the US), Normally when using a check out that as a US format you would enter the county for the UK address in the State box, but as the State box is just a drop down you can not enter the county for a UK address.

Xenforo 2.1 what's in beta right now supports REST API, so you should be able to code something to do what you want, but its got no out the box ready to go system for single user login.

It would need a 3rd party add-on, would help if you say what database you already use for user data, eg wordpress.

Most the time the render-blocking JavaScript is down to FaceBook and Twitter code for the share buttons, so it's outside mostly of XenForo control, inless you turn off that stuff.

I dunno to fit Xenforo 2.0 onto a 1.44mb disk means it's really really lightweight, wonder what features have been removed to get it down to that size.
