XONs MultiPrefix - push user to choose two or more prefixes but from two (both!) groups

Instead of choosing two prefixes from all allowed ones, i need two times one prefix from two groups.

Example

City: London, Paris, Milano
Haircolor: red, blue, green

Choose City! (one prefix allowed)
Choose Haircolor! (one prefix allowed)

To make it perfect we also setup the number of prefixes per field.
City: 1 to 3
Haircolor: 1
