As designed XFRM - ugp rate depends on download

If you cant download, you cant rate. This makes sense as long XFRM is a tool for downloading add-ons.
If you want people to rate, but not to download, the RM fails.

That's just how it is designed to be.

If the user can't download (or for a fileless resource, see the full resource) then there's nothing to rate.

I know. Because you see the use of RM as typical RM only .
Anyway the only situation where you need both is the option "needs download before rate";
then download must be allowed to rate after.

In any other situation this is just not needed, i guess.
