Fixed XF 2.3: XenForo2 importer notify_report doesn't have a default value

I installed bèta 5 after in the install files (upload) src/XF/Install/Data/MySql.php,
in MySql.php the "," have deleted.

But now File Healtth reports unusual findings in MySql.php
and Importing my XF 2.2 forum also ends with an error:

You should copy your live forum and do an upgrade in the copy. More realistic than an import.
