XF 1.5 xenforo disable private message for new members

Is there anyway to limit private conversation by members with low forum contribution (posts)?

Set permissions for the Registered group (which everyone should have as their primary user group) so they can't start new conversations. Set up a user group promotion so that when a member has made X posts, they are added to a secondary user group that has permissions to start conversations.

My question for this is once a promotion is given, is there an alert? How does the user suddenly know they can now create conversations?

Create a notice which is only shown to members of the promoted user group.
