XF 2.0 Xenforo 2 on localhost?

Hey I've installed Xenforo 2 on my localhost machine for development purposes and also imported my sites database but I'm having an issue with the main board not coming up and the css being cached. The admincp comes up but there's no CSS and the main board doesn't come up at all.

Considering the admincp comes up I know I did something right. I tried changing the main board URL to http://localhost/Xenforo2 which is the name of my directory in htdocs but it still didn't work.

I think it's an .htaccess problem but I've already re-uploaded the default .htaccess file and restarted apache and mysql.

Any ideas?

Nevermind guys I fixed it. I really don't know how it got fixed. I just added some stuff from brogans guide and for some reason it started working. I also had to reupload my add-on folders. Anyways thanks anyways. For anyone trying to do the same thing follow this guide.
