Neat! Although it's a bit narrow of an application.

When I first saw this I was thinking I could define the tabs myself, but this doesn't quite do that. What I really need is an addon, just like this one, with tabs by letters of the alphabet, and containing threads that start with that letter. For instance, clicking on "T" would take you to all the threads that start with the letter "T".

If this addon could be improved to to make that feature available, it would be awesome! But I still think this add-on is neat.

No, your not missing anything. Those are for developers in development mode and serve no use to end users.

There is no need for you to enable development mode unless you are creating your own addons, and then that should only be done on a closed development site.
