X New Thread Per X Hours/Days/Weeks

Hi Guys,

I'm looking for an addon that allows me to set permissions for certain forums. The permissions would allow users to only be able to post X amount of new threads per X amount of hours, days, or weeks. Is there anyone who could do something like this?
 
For anyone interested my developer is working on this currently. If anyone is interested I will post it here for you all to use :).
 
Very good progress has been made on this, once it's done and tested we will be releasing it :).
