Why Were Things Hard-Coded? (FTAO: Kier/Mike)

This is mainly a question directed at Kier and Mike. Why were certain things hard-coded into the system instead of being made options? From the top of my head, I list:
  1. Avatar sizes
  2. Require unique e-mail
Note that I am not in any way disagreeing, I just wondered why they were hard-coded instead of specifying the sizes. I understand requiring a unique e-mail is generally a fundamental requirement for any community, and I also understand that XenForo bases most of its social integration around avatars. Were these the reasons behind hard-coding them?
 
I've wondered this myself, particularly the reasoning behind not being able to change the avatar size, or at least allow an option in the acp.
