XF 2.3 Why do some moderators not show up in the moderator log?

The same is true for one administrator, not showing up in the admin log.

Perhaps you have not added them as staff members yet. Look under the Staff heading in acp.

Not all admins are moderators by default.

Have they actually done any action that is recorded in the log? The list isn't populated by user group or permission etc., it's populated by who did what.
