Where to put <script> code so that they always load?

I'm wanting to install the Diablo 3 Tooltip script.

I am running XenPorta as well, if that makes a difference. What template do I chuck the code in? It needs to load on all pages, including the portal itself.

One of these templates:

Admin CP -> Appearance -> Templates
> page_container_js_body
> page_container_js_head

 

[principia]

the footer template works also fine for me.
