XF 2.1 Where is the xf2 importer?

I need to migrate the posts/users from a 1.5 forum to my 2.1 forum, but I can't figure out where the XF 2 importers are. When I check for importers, this is what I see.

You need to download upgrade package of XenForo 2.1, upload the files and run the upgrade.

Those are the software versions of the importer, not the XF versions.

Download the latest version - 1.2.3.

Just to clarify, you can't import from XF1 to XF2.

You will need to upgrade the XF1 installation to XF2 then run the import.

For the purposes of importing, you can use the same license to do that, as long as the installation is subsequently deleted.
